Kiev city Palace of Young People and Schoolchildren was built in 1965 to the designs of Avraam Miletsky and Eduard Bilsky; sculptural decoration by Vasily Borodai; mosaic decoration by Vladimir Melnichenko and Ada Rybachuk.
The palace is situated on the bank of the Dnepr river not far from the Park of Eternal Glory. The palace of young people consists of three connected blocks. The arrangement of terraces along the river bank underlines the links between the complex and the landscape.

The oval auditorium is the compositional center of the main building which is adjoined by two three-storeyed rectangular blocks, containing numerous lecture and seminar rooms and an observatory. At one end, at first-floor level, is a hanging balcony for use during parades. The light structures of the interior give a feeling of spaciousness and freedom. Many of the rooms have decorative mosaic panels.
